PREMIER Design + Build Launches Adaptive Reuse at Merritt 7 Complex
CRE Market Beat Take
Large-scale office-to-residential reuse at Merritt 7 highlights how underutilized office campuses can be repositioned into multifamily, absorbing obsolete stock while adding housing.

PREMIER Design + Build Group has started construction on M7 Lofts, an adaptive reuse multifamily project at the Merritt 7 campus in Norwalk, CT. The initiative will convert two existing office buildings into 286 loft-style apartments totaling 511,000 square feet across eight floors, reflecting a large-scale repositioning of previously commercial space into residential use.

The project is being developed by Saber-Hightower and Granoff Real Estate, with PREMIER leading the design-build and construction efforts. According to the parties involved, the two office buildings will be integrated into a single unified site, creating a cohesive multifamily community within the established Merritt 7 complex.

The scope of work includes a complete interior renovation, transforming former office floorplates into residential loft configurations. Externally, the buildings will undergo a comprehensive modernization, bringing the facade, entrances, and overall appearance in line with current multifamily expectations while maintaining the broader campus setting.

Parking infrastructure is also being addressed as part of the conversion. The plan calls for a full renovation of a three-level parking garage serving the property, supporting the shift from office users to residents and aligning the site with its new use profile.

PREMIER positions M7 Lofts as a significant reimagining of underutilized commercial real estate, emphasizing the repurposing of existing but dormant office assets into an active residential community. The project is framed as part of a broader trend of adapting surplus office inventory to meet housing needs in established employment corridors.

Jason Hart, EVP for PREMIER’s Eastern Region, noted that the firm is on track to deliver more than 950 market-rate and affordable housing units in the Connecticut market over the next two years. Within that pipeline, M7 Lofts stands out as a prominent office-to-residential conversion, executed in partnership with Saber-Hightower and Granoff Real Estate at the Merritt 7 campus.
