City and state officials have joined Catholic Charities representatives and community leaders to celebrate the opening of the Catholic Charities Gail P. Duke Senior Residence, a new affordable seniors housing development in the Brownsville neighborhood of Brooklyn. The $143.4 million project delivers 141 affordable apartments designed for low-income seniors and pairs the housing with supportive services intended to help residents age in place.
The Gail P. Duke Senior Residence was developed by Catholic Charities Progress of Peoples Development Corporation, the affordable housing arm of the Diocese of Brooklyn. The project moved forward after breaking ground in 2024 and is framed as part of a wider effort by local stakeholders to expand the pipeline of affordable, service-enriched housing options for older New Yorkers.
Construction financing for the senior residence was structured around 4% Low-Income Housing Tax Credits. Those credits were supported by $84,715,000 in New York City Housing Development Corporation tax-exempt bonds, which were syndicated by Richman Housing Resources. This combination of tax-exempt bond financing and LIHTCs reflects a commonly used public-private capital stack for affordable housing in New York City, particularly for specialized senior projects that require both below-market rents and on-site services.
Officials emphasized the project's role in addressing housing needs for older residents. New York City Department of Buildings Commissioner Ahmed Tigani stated that more senior housing units are needed across all five boroughs and pointed to the Gail P. Duke Senior Residence as an example of the type of development helping to close that gap. The residence adds new, sustainable apartments reserved for low-income seniors, aligning with broader policy goals around affordability and housing stability.
The new building is positioned as a resource for the Brownsville community, expanding the neighborhood's stock of affordable, supportive senior housing. With Catholic Charities Progress of Peoples Development Corporation leading the development and public agencies providing critical financing support, the project illustrates how mission-driven organizations and municipal housing finance tools are being combined to deliver new supply for a vulnerable population.
