A $15 million bank construction loan backing a largely Section 8 affordable project in Los Angeles signals that lenders remain willing to fund mission-driven multifamily development. Logos Faith Development and St Rest Friendship Baptist Church have begun construction on the first phase of a new affordable multifamily community at 709 W. Manchester Ave. in Los Angeles. The project represents Logos Faith Development’s first groundbreakings completed without co-developers and is planned as a 138-unit affordable housing community delivered over two phases.

Phase One of the St. Rest development is designed to deliver 62 new apartment homes for low- and moderate-income households. Plans call for a four-story residential building that will provide 53 one-bedroom units and nine two-bedroom units. The building is set to feature a courtyard on the second floor, giving residents access to shared outdoor space within the property.

Parking for Phase One will include 27 covered spaces, supporting residents of the new community. The project is being positioned to serve households that qualify under affordable housing income criteria, aligning with the impact development focus of Logos Faith Development and the mission of St Rest Friendship Baptist Church.

Construction for Phase One is being financed with a construction loan of roughly $15 million from Sunflower Bank. The project team expects Phase One to reach completion in the fourth quarter of 2027, at which point the initial 62 units are scheduled to be delivered to the market. Specific lease-up timing, rents, and additional financial terms have not been disclosed.

At full build-out, the two-phase St Rest project is planned to include a total of 138 one-bedroom and two-bedroom apartments. According to the development team, roughly 90% of the units across the overall community will be reserved for low-income tenants under Section 8 standards, further expanding the supply of income-restricted housing in the area.

The master plan envisions new housing developed across neighboring parcels associated with St Rest Baptist Church. In addition to the multifamily components, Phase Two of the project is expected to provide a new worship and ministry space for St Rest Baptist Church, integrating religious and residential uses within a coordinated campus. The combination of church facilities and affordable housing is intended to leverage existing landholdings while supporting the congregation’s broader community objectives.

By advancing the first phase under its own development platform and securing construction financing from a commercial bank, Logos Faith Development is executing an impact-focused multifamily initiative in partnership with a local faith-based institution. The St Rest community is structured around long-term affordability commitments, with the vast majority of units planned for low-income residents and a smaller share reserved for moderate-income households.
