Intersection Development Launches $70M SISU and Arcada Mixed-Use Projects in Roosevelt Row

Intersection Helming $70M Roosevelt Row Mixed-Use Project
CRE Market Beat Take
The Roosevelt Row projects illustrate how modest-scale multifamily and mixed-use development, coupled with adaptive reuse, can densify an urban neighborhood while preserving character assets.

Intersection Development is preparing to start construction on two linked projects in Roosevelt Row, SISU Roosevelt and Arcada, that together represent more than $70 million of planned investment. The redevelopment will deliver 125 new residences while incorporating the preservation and reuse of existing historic structures on the site.

The SISU component is planned as a 12-story mixed-use tower at 821 N. First Ave. in Phoenix. Plans for the tower include an elevated pool and amenity deck designed to serve residents, along with rooftop event space. The project will also introduce ground-floor retail space and boutique office uses intended to add more daily activity to the surrounding streetscape.

Arcada will be anchored by the Stoddard-Harmon House at 801 N. First Ave. and is positioned as a companion project to SISU. The concept emphasizes blending historic buildings on the property with new food-and-beverage and nightlife offerings. Clive Collective is slated to open three separate concepts at Arcada, expanding the area’s dining and entertainment options while retaining the character of the existing structures.

Both SISU and Arcada are described as the next phase of Fascination Street, Intersection Development’s planned pedestrian-oriented connection through Roosevelt Row. The vision for Fascination Street focuses on activating an alley corridor between First and Central Avenues, creating a walkable link between McKinley and Roosevelt Streets.

Once completed, the route is expected to connect Arcada and the existing Hardware Store with the SISU tower and Atari Hotels Phoenix. By tying these destinations together, Intersection Development aims to organize multiple properties into a more cohesive mixed-use environment that supports residential, retail, office, hospitality, and nightlife uses within a concentrated urban district.

The combined initiative provides new multifamily housing in a neighborhood setting while retaining historically significant buildings as part of the overall plan. Alongside the residential component, the project’s ground-floor retail, boutique offices, and hospitality-oriented offerings are intended to draw additional foot traffic to Roosevelt Row and reinforce its role as a cultural and entertainment corridor.

The integration of new construction and historic preservation, along with the planned pedestrian link, positions SISU Roosevelt and Arcada as a coordinated effort to intensify mixed-use activity in Roosevelt Row without displacing existing character-defining structures. With Intersection Development set to break ground soon, the projects mark a notable step in the ongoing evolution of this urban neighborhood.
