Bank construction debt paired with private JV equity for a large industrial project signals continued lender and equity appetite for Savannah-adjacent logistics product.

Xebec has secured both equity and debt financing for Black Creek Commerce Center, a planned Class A industrial complex in Black Creek, Georgia, near Savannah. The capital stack includes $30.49 million in joint-venture equity paired with $39.95 million in construction financing to support development of the three-building project.

According to the parties, the development will total 687,890 square feet across three separate buildings of 219,170, 284,580 and 184,140 square feet. The site offers direct access to U.S. Highway 80, which in turn connects immediately to Interstate 16, positioning the project to link efficiently with the broader Atlanta market as well as the Savannah area.

JLL Capital Markets arranged the financing on behalf of the developer. The firm secured the construction loan from Seacoast Bank and placed the joint-venture equity with a private investment group. The combination of bank construction financing and private joint-venture capital provides the funding needed to move the development forward.

Black Creek Commerce Center is scheduled to deliver in the third quarter of 2027. The three-building layout and modern Class A specifications are designed to accommodate a range of industrial users as the project moves toward completion, although specific tenant commitments were not disclosed. No additional information on lease-up plans or rental expectations was provided.

Xebec also holds a right of first refusal on a potential second phase of the project. That option covers an adjacent 77-acre parcel and extends through April 2027, giving the developer the ability to expand the industrial footprint at the site if market conditions and demand warrant further development.

The JLL Capital Markets team representing the developer was led by Bobby Norwood and Mark Sixour. They were joined by team members Britton Burdette, Jim Freeman, Kelsey Bawcombe and Austin Smith in arranging the construction financing and equity placement. Further financial terms of the transaction, including loan duration, rate structure and overall project cost, were not disclosed.

With the funding in place and a defined delivery timeline, Black Creek Commerce Center adds a sizable industrial project to the Savannah-area pipeline. The combination of highway access, regional connectivity and a large contiguous square footage footprint positions the development as a notable upcoming addition to the local logistics and distribution landscape, pending construction and future leasing activity.
