A 90,000-square-foot lease by Regence at Terminal 1, alongside Cambia’s Portland HQ expansion, highlights sustained demand from large corporate users for amenitized, waterfront office space in the Vancouver–Portland corridor.

Regence BlueCross BlueShield has agreed to a 90,000-square-foot office lease at Terminal 1, a mixed-use waterfront development in Vancouver. The new commitment places the health insurer within Lincoln Property Company’s project overlooking downtown Vancouver and the Columbia River.

Regence, which is based in Portland and operates as part of Cambia Health Solutions, has maintained a presence in downtown Vancouver since January 2024, according to reporting from the Portland Business Journal. The lease at Terminal 1 adds a sizable block of office space for the insurer within the city while allowing its parent company to keep its long-established headquarters in Portland.

Cambia Health Solutions will continue to base its headquarters in downtown Portland at 200 S.W. Market Street. At that location, Cambia recently expanded its lease footprint from 60,000 square feet to 100,000 square feet. Across the Portland metro, the company employs approximately 1,400 people, underscoring the region’s importance within its overall operating footprint.

Terminal 1, the site of Regence’s new lease, is Lincoln Property Company’s mixed-use waterfront development situated along the Columbia River, directly across from downtown Vancouver. The office building offers multiple outdoor deck spaces, a state-of-the-art fitness center, a secure parking garage, and an 80-plus-seat conference center as part of its amenity package. These features position the project as a modern, amenity-rich office environment within the local market.

ZoomInfo provides additional context for the building’s leasing history. The company originally signed a lease for the entire Terminal 1 building in 2021. Two years later, it announced plans to sublease approximately 178,000 square feet of that space. ZoomInfo currently leases 166,000 square feet in the property, and the new Regence BlueCross BlueShield commitment adds another major corporate tenant to the roster at Terminal 1.
