The Healey-Driscoll Administration has issued an Offering Memorandum for the redevelopment of the Erich Lindemann Mental Health Center and the Charles F. Hurley Building at the Boston Government Services Center in Boston’s West End. The document outlines a shift in strategy for the 6.5-acre complex, moving away from a previously envisioned office and laboratory program toward a plan centered on new housing. State officials are positioning the site as a major opportunity to add residential units while reusing a high-profile government property.

According to the administration, the current vision emphasizes converting underutilized state-owned real estate into new homes while maintaining the site’s role in delivering public services. The Offering Memorandum calls for a reimagining of the Lindemann and Hurley buildings that balances redevelopment potential with preservation of important elements of the historic complex. In addition, the state has committed to ensuring that mental health services provided at the site continue without interruption throughout the redevelopment process.

Gov. Maura Healey described the site as one of Boston’s most significant opportunities for new housing development. She highlighted the plan as part of a broader effort to address housing costs and improve affordability by unlocking state-controlled land for residential use. The administration also underscores the importance of using a partnership approach with the private sector to execute the redevelopment while protecting core public functions on the campus.

The Massachusetts Division of Capital Asset Management and Maintenance is leading the process and will follow the Offering Memorandum with a formal Call for Offers later this summer. The division anticipates selecting a development partner in 2027, setting a multi-year timeline for planning, entitlements, and execution.
