High Street Residential, the residential subsidiary of Trammell Crow Company, has started construction on a two-building multifamily project within the ELCO Yards mixed-use district in Redwood City. Working with joint venture partner Barings, the firm is moving forward with a total of 501 apartments across the two communities. Both residential buildings are planned for completion in 2029, adding new rental housing to a growing jobs hub on the Peninsula.
The first multifamily community is being developed at 1555 El Camino Real. Plans call for 252 residential units along with 5,277 square feet of ground-floor retail space. The inclusion of street-level retail is designed to support the broader mixed-use character of ELCO Yards, bringing neighborhood-serving shops or services to the project and contributing to an active pedestrian environment along the corridor.
The second building in the venture is located at 113 Beech St. and is planned for 249 residential units. Together, the two properties will deliver 501 new apartments to the area once construction is complete. While specific income bands or pricing have not been disclosed, the developers state that a portion of the units in each community will be reserved as affordable housing, indicating an income-restricted component integrated into both buildings.
ELCO Yards is described as a mixed-use district within Redwood City, and the new multifamily development represents a residential expansion within that larger plan. By adding housing alongside other uses, the project aims to support the city’s role as a regional employment center while providing more options for residents who want to live near jobs and established amenities.
Commenting on the decision to move ahead with the project, Adam Voelker, market leader for Trammell Crow Company’s Northern California office, highlighted the strength of the local economy and the appeal of the surrounding community. He cited Redwood City’s continued growth as a dynamic jobs center and its strong amenity base as key factors supporting the development. Voelker also noted that ELCO Yards reflects the firm’s conviction in the Peninsula market and its focus on delivering high-quality housing in locations where demand is most pronounced.
No additional details were provided on project cost, financing structure, or anticipated retail tenancy at the two sites. However, the scale of the undertaking, the joint venture between High Street Residential and Barings, and the inclusion of an affordable housing component underscore the significance of this multifamily addition to Redwood City’s ELCO Yards district.
