The Dallas City Council has approved zoning changes that allow M&A Development to advance a 16-story residential tower in the Oak Lawn neighborhood. The council eased an existing height restriction, giving the developer the entitlement it needed to move forward with a planned 230-unit multifamily project. The luxury apartment community is slated for 4211 Newton Ave., with construction expected to begin in about a year and completion targeted for 2029, according to reporting cited from the Dallas Business Journal.

The new high-rise will replace an existing 33-unit condominium community that dates back to the 1960s. In shifting from a low-rise condo complex to a significantly taller tower, the project will materially increase the residential density on the site. Units in the planned building are expected to average approximately 1,100 square feet and will be configured as one- and two-bedroom apartments, positioning the property toward larger floor plans within the luxury segment.

In addition to its market-rate offering, the development program includes a modest income-restricted component. M&A Development plans to reserve 5% of units for households earning between 81% and 100% of the area median family income level. While the overall number of reserved units is limited, this commitment introduces a degree of income targeting at the property within a predominantly high-end project.

On-site amenities will feature below-grade parking for both residents and visitors, supporting the building’s density while keeping vehicles off the surrounding streetscape. The project will also include a rooftop pool, reinforcing its positioning as a luxury offering in the Oak Lawn market. No ground-floor retail space or additional commercial programming has been detailed in the information provided.

The site benefits from its proximity to established neighborhood amenities and lifestyle drivers. The property is described as being steps away from the luxury fitness club Equinox and near Al Biernat’s, a well-known restaurant on Oak Lawn Avenue.
