Colovare has submitted a permit application to develop a new data center in the Denton County portion of Fort Worth, positioning a major digital infrastructure project directly against an emerging regulatory pause. The filing was made one day after Governor Greg Abbott ordered a halt on issuing data center permits, creating uncertainty around the review process for the planned facility.
According to Community Impact, Colovare’s application also follows more than a month of local action by the Fort Worth City Council, which began the process of establishing a 90-day moratorium on accepting, processing and approving new data center applications. With both a statewide pause and a potential city-level moratorium in play, the ultimate path for the project remains unclear.
The application estimates the project cost at $430 million. Plans call for a one-story data center that includes four dedicated data halls and a 42,000-square-foot screened equipment yard. The primary structure would be a 156,500-square-foot data center building that incorporates an administrative area alongside the main technical space.
The filing lists an anticipated construction start date of December 1, with completion targeted for December 1, 2028. Colovare operates data centers across the United States, including an existing facility in Austin. The company also has data center sites under construction in Fort Worth and Mesquite, and a future data center is planned for Johnson County.
