**Massachusetts Named Most Improved State for Business by CNBC**
Massachusetts has been recognized as the Most Improved State for Business by CNBC in its 2025 edition of “America’s Top States for Business.” The Commonwealth surged 18 spots from last year’s ranking—more than any other state—and currently leads all New England states in overall performance.
Massachusetts earned an A+ in education, placing second nationwide in that category. It also ranked in the top 10 for technology and innovation, quality of life, and access to capital, all critical factors contributing to its improved business environment.
One standout policy that CNBC highlighted was the Commonwealth’s continued support for C3 grants for childcare providers. Massachusetts is the only state maintaining these grants at federal pandemic-era levels after national funding expired. As a result, the state has added nearly 20,000 childcare seats over the past two years, strengthening workforce stability and accessibility for families.
Additionally, CNBC pointed to the Mass Leads Act, signed into law by Governor Maura Healey in 2024. The legislation positions Massachusetts as a leader in emerging sectors such as climatetech and applied artificial intelligence, while reinforcing its well-established life sciences industry.
“This ranking is an encouraging sign for the results we have delivered when it comes to making Massachusetts more affordable and competitive, and making it easier to do business in our state,” said Governor Healey on Thursday.
Massachusetts continues to build momentum as a national hub for innovation, workforce development, and business growth.
