C&C Development and Riverside Charitable Corporation have opened Cartwright Family Apartments, a newly delivered affordable housing community in Irvine. The property, located at 17861 Cartwright Rd. within the Irvine Business Complex, occupies 1.6 acres and brings 60 income-restricted multifamily units to the local market.
The community serves households earning between 30% and 80% of the Orange County area median income, targeting a broad spectrum of lower- and moderate-income residents. Within that mix, a portion of the apartments is reserved specifically for veterans, adding a dedicated component for this tenant group within the overall affordable housing program.
Cartwright Family Apartments incorporates a leasing preference for current Irvine residents and for people who work in the city. This approach is designed to prioritize individuals and families who are already part of the local community or workforce. At the time of opening, all 60 units at Cartwright are reported to be fully leased, with the property at 100% occupancy.
The project marks C&C Development’s second affordable housing community in Irvine. According to the firms involved, the opening of Cartwright aligns with and supports local policies intended to promote diversity, inclusion, and housing access in the city. The development is positioned as part of a broader municipal framework aimed at improving housing affordability and availability.
Todd Cottle, principal at C&C Development, noted that the community is intended to create opportunities for families facing high housing costs in the area. He emphasized that by offering affordable rents, Cartwright gives residents access to Irvine’s existing amenities, including the city’s school district, and described the property as a potential stepping stone for residents’ long-term stability and advancement.
With its location in the Irvine Business Complex and its focus on households across a range of income bands up to 80% of area median income, Cartwright Family Apartments adds a new supply of deed-restricted housing to the local multifamily inventory. The project also illustrates ongoing collaboration between a private developer and a charitable organization to expand affordable housing options within a competitive Southern California rental market.
