The firm, which first entered Washington, D.C. in 2025, has now settled into a dedicated space on the ninth floor at 99 M Street SE in the Navy Yard neighborhood. The move follows an interim period in which the team operated from a temporary office within the same building while building out its practice and personnel.
The Washington, D.C. office launched in June 2025 with an initial focus on government contracts and construction work. At opening, the team was led by partners Dirk Haire, Jessica Haire, and Sean Milani-nia, who anchored the firm’s entry into the nation’s capital. Since then, the office has expanded to a total of eight attorneys as Burr & Forman has added additional talent to meet client demand in these specialties.
Recent lateral growth has included the arrival of partners Michelle West and Kelsey Hayes, further rounding out the capabilities of the local team. The firm’s Washington, D.C. lawyers are concentrating on matters tied to government contracts and construction, positioning the office close to federal agencies, policymakers, and key decision-making centers. Relocation into the permanent space at 99 M Street SE consolidates the team under one roof and is intended to support the group’s continued expansion.
According to Burr & Forman Managing Partner Ed Christian, the decision to establish a permanent presence in Washington, D.C. reflects the strength and trajectory of the firm’s government contracts and construction practices. He noted that, over the past year, the firm has assembled a team aligned with client needs in these practice areas, and that moving into a permanent office underscores Burr & Forman’s long-term commitment to the Washington, D.C. market.
