Entitlement momentum for converting legacy office into dense multifamily in Rosslyn underscores how zoning approvals are becoming a key lever in repositioning older office stock. Monday Properties has received a key land-use approval that will allow a major redevelopment in Rosslyn to advance. The company announced that the Arlington County Board has approved a major site plan amendment covering 1401 Wilson Boulevard and 1400 Key Boulevard, clearing the way for a large-scale mixed-use project on a combined 2.1-acre site.

The two contiguous parcels are currently improved with a pair of 12-story office buildings that were originally constructed in 1964. Under the newly approved plan, those legacy office assets will be replaced by a new mixed-use destination anchored by residential uses and street-level retail. The project calls for two 27-story multifamily towers with a combined total of 831 residential units, significantly increasing the amount of housing on the site.

In addition to the residential component, the redevelopment will introduce 28,959 square feet of ground-floor retail space. The retail program is planned to include a grocery store positioned as a community anchor, along with additional shops and services at the base of the towers. A partially above-grade parking structure is also included in the approved plan, providing on-site parking to support both residents and retail customers.

Monday Properties characterized the project as a transformative opportunity for Rosslyn, shifting a mid-20th-century office complex toward a contemporary mixed-use profile. The company highlighted that the site sits within one of the most transit-rich neighborhoods in the Washington, D.C. metro area, underscoring the importance of adding dense multifamily housing in a location with strong regional connectivity.

Tim Helmig, co-chief executive officer and managing partner at Monday Properties, framed the approval as part of an ongoing pattern of investment in the Rosslyn area. He noted that the firm is extending the Westreich family’s long-standing involvement in shaping the neighborhood, which dates back to the late 1950s. With entitlements now in place through the County Board’s action, Monday Properties can proceed to the next stages of planning and execution for the mixed-use redevelopment of 1401 Wilson Boulevard and 1400 Key Boulevard.
