Elmington Residential has acquired The Asher at Sugarloaf, a 260-unit multifamily community in Lawrenceville, in an Atlanta-area transaction valued at $55 million. The seller was FCP, which exited its investment in the income-restricted property as Elmington expands its holdings in the region.
To support the purchase, Elmington Residential received an $18 million equity investment from American South Capital Partners. The equity infusion was structured to facilitate the acquisition of the existing asset rather than new development, underscoring the role of private capital in preserving attainable rental housing. No additional debt or financing terms were disclosed in connection with the sale.
The Asher at Sugarloaf was built in 2008 and offers a mix of one-, two-, and three-bedroom apartments. The property is operated as a blend of affordable and workforce housing, with all 260 units preserved as income-restricted under a Private Enterprise Agreement with the Housing Authority of Gwinnett County. The agreement underwrites the asset as affordable across a range of Area Median Income (AMI) tiers.
Under the income-restricted framework, 20% of the apartments are reserved for households earning less than 60% of the Area Median Income. An additional 30% of the units are preserved for residents earning less than 80% of AMI. The remaining 50% of the community’s units are restricted to households with incomes below 120% of AMI. These affordability requirements apply across the entire property and are a central feature of the business plan for the asset.
The transaction keeps all existing restrictions in place rather than repositioning the property to market-rate housing. By maintaining the Private Enterprise Agreement with the Housing Authority of Gwinnett County, Elmington Residential is committing the full unit count to a structured affordability program. The deal illustrates how equity capital is being deployed to acquire stabilized, income-restricted assets while preserving long-term affordability commitments.
Elmington Residential’s broader portfolio includes more than 70 properties across 10 southeastern U.S. states, totaling nearly 14,000 apartment units. The company’s acquisition of The Asher at Sugarloaf adds another income-restricted community to its holdings and further extends its footprint in the region’s affordable and workforce housing segment. Additional details on Elmington’s business plan for the property, including any planned renovations or operational changes, were not disclosed.
