The long-dated sales tax sharing agreement underscores how municipalities may lean on incentives to secure large-format retail anchors, even as new supply scales up materially.

Scheels has outlined plans for a new 300,000-square-foot sporting goods store in Littleton, positioning the project as a major anchor at the forthcoming Mineral Place development. The store will sit alongside Costco, giving the project a large-format retail lineup as the new center takes shape.

The planned location is described as a flagship store for the retailer. Under one roof, Scheels intends to offer more than 80 specialty shops covering a wide range of sports and outdoor categories. Shoppers will find departments for golf, baseball and softball, archery, bicycles, ski equipment and fishing gear, among others, as part of the large-format experience.

In addition to its retail assortment, the project will feature on-site attractions. The plans call for a 60-foot Ferris wheel to be installed inside the store, adding an entertainment component to the overall destination-style concept that Scheels is bringing to Mineral Place.

To support the project, Littleton officials have approved a long-term tax incentive agreement tied to the new store. The city signed off on a 30-year incentive package that is designed to reduce the property tax burden associated with the large-format development and to share sales tax revenues with the retailer over time.

Under the terms of the agreement, Scheels is slated to receive a 54.67% sales tax refund over the 30-year period. Littleton will retain 40% of the sales tax collected from the store over the same timeframe. The incentive structure is intended to balance revenue-sharing with the city while helping offset costs for the retailer as it brings the project to market.

The tax package comes with performance requirements for Scheels. As part of the arrangement, the company must obtain a certificate of occupancy for the new store within four years. Meeting that timeline is a condition of the approved incentive deal and ties the public support directly to project delivery.

The company expects the new location to be a significant employment driver for the area. Plans call for hiring approximately 500 workers to staff the store once it opens, reflecting the scale of the 300,000-square-foot operation and its many specialty departments and attractions.

Project timing has also been outlined. Construction is anticipated to begin in the first quarter of 2027, subject to the usual development and building processes. The store is currently expected to open to the public in the spring of 2029, positioning the Mineral Place development for a major retail and entertainment addition at that time.
