Shopoff Realty Investments has received unanimous approval from the Buena Park City Council for a major residential project at 5600 Beach Blvd, advancing the planned redevelopment of a large infill site in the city. The 13.76-acre property is currently occupied by the Amway Corporation under a corporate sale-leaseback that extends through the end of 2026.
The site now consists of two industrial buildings totaling approximately 370,031 square feet. With the latest entitlements in place, Shopoff intends to transition the property from its existing industrial use into a new residential community, reshaping the long-term trajectory of the location.
Plans for 5600 Beach Blvd call for 231 three-story townhome and duplex units, designed with four distinct floor plans. The program is intended to provide a mix of attainable and diverse housing options that can appeal to a range of residents, including first-time homebuyers.
In addition to the for-sale homes, the development will include 50 for-rent senior affordable housing units. This component is aimed at serving Buena Park’s growing senior population and integrating age-targeted housing into the broader community plan.
Shopoff Realty Investments’ president and CEO, Bill Shopoff, described the project as an important step for Orange County, emphasizing the goal of delivering housing that can accommodate people at different stages of life. He noted that repositioning an industrial site into a residential neighborhood is intended to align with both city and county priorities around housing supply and demographic needs.
Homes at 5600 Beach Blvd are expected to be delivered in the 2029–2030 timeframe, following the conclusion of the Amway sale-leaseback and the subsequent redevelopment process. As the project advances, the current approval marks a key entitlement milestone for the planned transition from industrial operations to a fully built-out residential community.
The Buena Park City Council’s unanimous decision underscores municipal support for converting this large industrial parcel into a multifamily-focused residential development that incorporates both market-rate and senior affordable housing. The project adds to a pipeline of housing activity aimed at addressing local demand pressures in the area.
