McDowell Housing Partners and Miami Jewish Health have completed Douglas Gardens Senior Health and Living, a large-scale senior housing community in Pembroke Pines. The mixed-income, mixed-use property brings 410 residential units to market and is described as the largest affordable senior housing development in Broward County and the second largest in the state of Florida. The project integrates housing with healthcare, positioning on-site medical and supportive services alongside the new residences.

The $139 million development is aimed at serving seniors with limited incomes, with units targeted primarily to residents earning 30% and 60% of the Area Median Income. The income-restricted framework underscores the property’s role in addressing affordability pressures for older adults while also supporting a continuum-of-care model that keeps residents within their community as their healthcare needs evolve.

Douglas Gardens combines its residential offering with a healthcare platform embedded within the campus. Florida PACE Centers, a subsidiary of Miami Jewish Health, will provide comprehensive medical and social services to eligible Medicare and Medicaid participants on site. These services are intended to deliver hospital-grade care while allowing seniors to remain in their homes, reducing the need for institutional settings and limiting disruption for residents and families.

The capital stack for the project draws on multiple public and private sources. The Broward County Housing Finance Authority acted as the tax-exempt bond issuer, supporting the project’s affordability structure. Citi Community Capital supplied both the construction and permanent financing, anchoring the debt portion of the capital structure. On the equity side, CREA, LLC invested as the Low-Income Housing Tax Credit equity partner, while the Broward County Housing Trust Fund contributed subordinate financing, adding another layer of support for the project’s funding needs.

Amenities at Douglas Gardens are designed to support both wellness and social engagement. Residents have access to a pond with walking paths, a fitness center, a theatre room, and a business center, along with multiple indoor and outdoor gathering spaces. These features are intended to foster community interaction and provide on-site options for recreation, exercise, and informal socializing, complementing the property’s healthcare and supportive-service components.

By combining affordable housing, coordinated medical care, and a range of amenities within a single campus, Douglas Gardens Senior Health and Living represents a scaled, service-rich approach to senior living in Broward County. The project’s size and financing structure highlight the role that public agencies, private lenders, and tax credit investors can play in expanding affordable senior housing supply in Florida.
