Williams & Russell CDC and its development partner, Adre, are preparing to start construction on a new affordable townhome project in Portland, Oregon. The nonprofit and its partner plan to break ground on 20 townhomes, marking the first phase of a larger planned housing development.

According to information reported by the Portland Business Journal, construction on the townhomes is scheduled to begin later this week. The homes are projected to be completed and ready by the first quarter of 2027, providing a defined near-term delivery timeline for this initial phase of the project.

The plan for the community calls for a mix of two- and three-bedroom townhomes. Ten of the homes are designed as two-bedroom townhouses, while another 10 will offer three bedrooms. In addition, four of the homes will incorporate an accessible, ground-floor unit that is attached to a two-story home above. With these four additional attached units, the total number of planned homes in this phase rises to 24.

Site planning for the project includes both private and shared-use elements. Each of the 20 townhomes will feature one on-site parking stall, giving every household a dedicated parking space. The homes will also include private outdoor patios, providing residents with individual exterior areas directly connected to their units.

Williams & Russell CDC has emphasized that the concept for the townhomes was shaped by feedback from local residents. President Bryson Davis said the idea for townhomes emerged through community input, noting that the organization has been focused on aligning the development with what surrounding residents say they need. Davis stated that the goal throughout the process has been to build something the community feels it needs and wants, with the townhome format selected to help meet that need.

This townhome phase represents the opening step in a broader restorative housing initiative led by Williams & Russell CDC and Adre. While details on subsequent phases were not provided, the current scope underscores an effort to deliver affordable, family-oriented housing options in Portland, informed by ongoing engagement with the local community.
