House Passes Housing for the 21st Century Act in Overwhelming Bipartisan Vote

The U.S. House of Representatives has passed the Housing for the 21st Century Act by a wide margin, with a 390-9 vote signaling strong bipartisan support for comprehensive housing reform. Introduced in December 2025 by a bipartisan group of lawmakers, the legislation aims to address core issues in the housing sector by expanding supply, reducing regulatory barriers, and improving access to affordable housing.

While the House bill shares several key provisions with the ROAD to Housing Act, which the Senate approved last October, industry experts noted that differences remain between the two packages. According to the Affordable Housing Tax Credit Coalition, important issues must still be resolved before a final, unified housing bill can be enacted.

Industry organizations praised the House’s action. In a joint statement, Sharon Wilson Géno, President of the National Multifamily Housing Council (NMHC); Kevin Donnelly, Executive Director and Chief Advocacy Officer at the Real Estate Technology and Transformation Center (RETTC); and Bob Pinnegar, President and CEO of the National Apartment Association (NAA), offered collective support for the bill’s momentum.

“At such a pivotal moment for housing, NMHC, RETTC and NAA applaud lawmakers in the U.S. House on both sides of the aisle for their bold and steadfast efforts to pass the Housing for the 21st Century Act,” the statement read.

“Today’s vote represents historic momentum in Congress for the enactment of real housing solutions—meaningful policies to deliver more supply, lower regulatory barriers to development, and increase housing access.”

The coalition urged both chambers of Congress to convene a joint conference to reconcile the House and Senate versions into a final package. They emphasized the importance of enacting lasting and sustainable policies to address the nation’s ongoing housing affordability challenges.

“Now more than ever,” the statement concluded, “rental housing providers remain committed partners in our nation’s work to ease longstanding affordability challenges.”
