**WinnDevelopment and CSTO Launch $40.1M Renovation of South End’s Eva White Apartments**
The Castle Square Tenants Organization (CSTO) and WinnDevelopment have officially broken ground on a $40.1 million project to upgrade the Eva White Apartments, a 102-unit low-income housing community for seniors and individuals with disabilities located in Boston’s South End. The property is situated adjacent to the 500-unit Castle Square apartment complex.
The renovation project will improve resident units significantly and add new amenity spaces. It also includes the integration of onsite health services and a comprehensive Deep Energy Retrofit designed to enhance energy efficiency and sustainability.
Originally designated as joint venture developers by the Boston Housing Authority in February 2018, CSTO and WinnDevelopment experienced project delays due to adverse economic conditions and the COVID-19 pandemic. In December of last year, CSTO secured financing for the renovation and became the 99% owner of the Eva White Apartments.
“With the start of work on this long-awaited effort, the relationship between CSTO and our company has reached a new level as an industry benchmark for creating true partnership between owners and residents,” said Larry Curtis, president and managing partner of WinnDevelopment.
This revitalization effort sets a precedent for community-based collaboration in affordable housing development and marks a significant step forward in improving living conditions for Boston’s vulnerable populations.
