Finmarc Management Inc. has announced a change in plans for the Ashburn office site, previously intended to be developed as a data center by Telos Corp. Instead, Finmarc now seeks to rezone the 25-acre parcel and transform it into a 336-unit townhome community. The Bethesda-based real estate development company has filed pre-application materials for this residential project located at 19886 Ashburn Road, near One Loudoun.
This shift in strategy reflects Finmarc’s decision to move away from their initial proposal of constructing a 180,000-square-foot data center on the property. The proposed townhome community will replace existing buildings from the 1980s and complement nearby retail options. Currently leased by Telos Corp., this site is set to serve as their headquarters until at least 2029.
Loudoun County has shown reluctance towards new data center developments along Route7 and near established residential communities. In line with this sentiment, Finmarc’s proposed redevelopment aligns with the county’s General Plan for Suburban Mixed-Use which promotes diversity through multifamily residential units alongside office spaces, retail outlets, hotels and institutional core uses – but excludes any mention of data centers.
