$1 Billion Manufacturing Facility Planned for Hawkins County

Pivotal Manufacturing Partners has acquired 140 acres of land at the former Phipps Bend Nuclear Plant site in Hawkins County, Tennessee. The company has entered into a long-term ground lease with Highland Materials, a polysilicon manufacturer, which plans to invest $1 billion to develop a world-class advanced manufacturing facility on the property.

The development site, known as the Phipps Bend Advanced Manufacturing & Technology Campus, is being positioned as a high-power, heavy infrastructure destination. It is designed to support mission-critical operations requiring scale, robust infrastructure, flexible zoning, and efficient development processes. The campus features direct on-site access to a major transmission interconnect owned by the Tennessee Valley Authority (TVA), a key regional power distribution hub for Northeast Tennessee and Southwest Virginia. The site also offers a favorable permitting environment, enhanced by its nuclear-industrial history.

Pivotal and Highland Materials are collaborating with numerous stakeholders—including Hawkins County, TVA, Holston Electric Cooperative, and the State of Tennessee—to deliver critical infrastructure and economic development incentives. These partnerships aim to accelerate both the near-term and long-term phases of the project, reinforcing the region’s role in advanced manufacturing and industrial innovation.
