**Victoria Breaks Ground on $25 Million Retail Center**

Victoria Exchange Development and Sundance Construction have officially broken ground on the first phase of a new retail project, Victoria Village, with development costs estimated at approximately $25 million.

Located near the existing Kohl’s department store, the new shopping center will feature space for seven tenants, including major retailers and restaurants. Burlington Coat Factory, Five Below, and Ulta Beauty have already signed leases for units in the development.

Phase one of the project will include construction of four retail spaces, with completion expected by spring 2026. The second and final phase is scheduled to begin in August 2025 and wrap up by August 2026.

Victoria, home to a population of about 60,000, lies roughly 115 miles southwest of San Antonio and 120 miles from Houston.

To support the development, the City of Victoria is partnering with the Victoria Sales Tax Development Corporation. The project may receive up to $500,000 in sales tax rebates, distributed over five years, contingent upon the meeting of predetermined sales tax revenue milestones.
