High pre-leasing at a large-scale power center anchored by national brands indicates retailers are still willing to commit early to well-located new supply, supporting development underwriting in select retail corridors.

NewQuest is preparing to open a 148,000-square-foot Target at Texas Heritage Marketplace, with the store scheduled to begin operations on October 11. The retailer will anchor a planned 800,000-square-foot retail center where NewQuest reports it is investing more than $400 million. The project is being positioned as a large-scale shopping destination with multiple national brands and a mix of complementary uses.

Target will be joined by Lowe’s and Sam’s Club as anchor tenants at the center. According to NewQuest, the broader development is already nearing full commitment from retailers, with the project reported to be close to 95% pre-leased. This high level of pre-leasing comes ahead of the full build-out of the center, underscoring retailer interest in the location and format.

The Houston Business Journal reports that earlier in the year, NewQuest broke ground on the multitenant retail component of Texas Heritage Marketplace. Plans for this portion of the project call for 100,021 square feet of junior anchor space, along with 35,000 square feet of space dedicated to restaurant, spa, and fitness uses. The design also incorporates 5 acres of green space, to be known as Heritage Grove, which will serve as an outdoor amenity for visitors and tenants.

Among the junior anchors, the project will feature a 51,068-square-foot Academy Sports and Outdoors and a 22,147-square-foot Burlington. In addition, a 40,000-square-foot EoS Fitness is expected to deliver in the first quarter of 2027, expanding the center’s health and wellness offerings. These tenants add to the mix of big-box and specialty retailers that will frame the shopping experience at Texas Heritage Marketplace.

Arch-Con Corp. is serving as the general contractor for the multitenant retail construction and associated site work, while AO is the architect for the project. Beyond the retail footprint, the broader development plan includes two multifamily communities and a medical office building, positioning Texas Heritage Marketplace as a mixed-use environment combining shopping, residential, and healthcare-related space on a single site.
