SA Low-Income Housing Project Commences Construction

Construction is set to begin on Four25 San Pedro, an 80-unit low-income apartment complex designed for homeless families in San Antonio. This $30.4 million project, a collaboration between the city and the housing trust, will offer on-site services to support families experiencing homelessness.

Franklin Development, a local multifamily builder, will manage the complex which is expected to be completed by December 2025. Located at 425 San Pedro Ave., it will cater to tenants earning between 30% and 60% of the area’s AMI and feature amenities such as a children’s playground, dog park, resident garden, fitness center and community room.

Funding for this project includes $7.5 million from the city’s bond program (2017-2022), $17.5 million in federal low-income housing tax credits administered through TDHCA (Texas Department of Housing & Community Affairs), a $1 million loan from non-profit organization San Antonio Housing Trust Foundation (a branch of the city) and a secured mortgage worth $3.2 million backed by housing vouchers.

This development marks an important step towards addressing affordable housing needs in SA without mentioning any specific organizations or projects involved.
