The New York City Department of Housing Preservation and Development (HPD) has officially released a Request for Proposals (RFP) for the development of Parcel E, a vacant lot located in the Hunter’s Point South neighborhood of Queens. The proposed project will be a multi-building, mixed-use development that includes a combination of affordable and market-rate housing, commercial and community facility space, and publicly accessible open areas.

Hunter’s Point South has already undergone extensive redevelopment, resulting in the creation of approximately 3,000 new homes, two schools, community amenities, and an 11-acre waterfront park. With a continued focus on combating the city’s affordability crisis, HPD has made it a priority to ensure that the Parcel E project delivers more affordable housing than previous phases. Key requirements include a deeper level of affordability and at least one building that is 100% affordable.

“This administration understands that the key to solving the housing crisis is to build more mixed-income housing,” said Deputy Mayor for Housing, Economic Development, and Workforce Adolfo Carrión Jr. “The Hunter’s Point South RFP will transform a city-owned lot into an asset for Long Island City, delivering hundreds of affordable and market-rate homes, along with important amenities that will support the neighborhood. We look forward to receiving innovative proposals that will deliver for Long Island City.”

Additional information and proposal details can be found on the project’s official website through the City of New York.

This latest development initiative underscores New York City’s broader strategy to increase access to affordable housing while revitalizing local neighborhoods and enhancing community engagement.
