Proposed 4 Billion Dollar Brownsville Refinery Receives Approval

Element Fuels Holdings has recently obtained all necessary permits and is now poised to construct a state-of-the-art $4 billion hydrogen-powered refinery at the Port of Brownsville. This cutting-edge facility will utilize advanced technologies to produce and recycle hydrogen, resulting in cleaner and higher-quality fuels such as high-octane gasoline and electricity for both commercial and consumer use. By supplying 100% of its own fuel needs, the Element complex will effectively eliminate CO2 emissions.

This type of development is rare, as no permit for a greenfield refinery on this scale has been granted in the United States since the 1970s. The project is expected to be fully operational by 2027, exclusively processing high-gravity domestic shale oil. To ensure top-notch engineering design services for this ambitious venture, Element has enlisted McDermott’s expertise.

Spanning over 240 acres within South Texas’ deepwater port at Brownsville, construction on the Element complex is already underway.
