The National City Investment Group has started construction on Market View, a new workforce housing community planned for an underutilized site in National City. The locally owned, privately held real estate investment company recently broke ground on the project, which will bring 120 multifamily residential units to 303 Highland Ave. The development is rising on a parking lot next to Manolo Farmers Market, a grocery that has served the community for more than 33 years.
Market View is planned as a workforce housing community, targeting residents who rely on attainable rental options in proximity to jobs and neighborhood services. The project is scheduled for completion in the first quarter of 2028, adding new supply to the local multifamily inventory on a defined delivery timeline. The site leverages its adjacency to the long-standing Manolo Farmers Market, positioning future residents near an established daily-needs retail anchor.
Real estate advisory and project management services for the development are being provided by Gafcon PM-CM LLC. Commenting on the project, Paul Najar, executive vice president at Gafcon PM-CM LLC, said that by bringing needed housing to National City, National City Investment Group is helping to create a more vibrant and walkable community that supports local businesses and contributes to the continued revitalization of the area. His remarks underscore the role of the project in knitting additional housing into an existing commercial corridor.
The design team and construction partners for Market View are in place. Architecture firm RDC is responsible for the design, while R.D. Olson Construction is serving as the general contractor. McCullough Landscape Architecture is leading the landscape design. According to the project description, Market View will consist of three distinct residential buildings organized to provide shared open space and pedestrian connectivity, with linkages to Manolo Farmers Market.
The transformation of an underutilized parking lot into a 120-unit multifamily community reflects a shift toward higher and better use of infill sites within established commercial areas. By emphasizing workforce housing and walkability near an existing market that has been part of National City for decades, the project ties new residential density to long-term neighborhood-serving retail. When completed in early 2028, Market View is expected to add new housing options while integrating with existing local businesses and public realm improvements created through the project's open space and pedestrian connections.
