MBTA Seeks Qualifications to Redevelop Partially Closed Lynn Commuter Parking Garage

MBTA Issues RFQ for Redevelopment of Lynn Commuter Parking Garage
CRE Market Beat Take
The RFQ signals public-sector support for mixed-use, transit-oriented redevelopment on an underutilized parking asset, which could create future multifamily pipeline near transit once a development team and capital stack are secured.

The Massachusetts Bay Transportation Authority has launched a request for qualifications process to identify development teams for the future redevelopment of its commuter parking garage in downtown Lynn, MA. The RFQ represents the first phase of a two-step selection process and will be followed by a formal request for proposals once a shortlist of qualified respondents is established.

The existing facility is a five-story parking structure that originally opened in 1992 to serve commuters using the Lynn station and surrounding downtown area. Safety concerns that emerged in recent years led to a partial closure of the structure in 2022, significantly reducing available capacity. Out of a total of 948 parking spaces, only about 350 remain open to users today, underscoring both the functional limitations of the asset and the need for a long-term redevelopment strategy.

In December 2024, the City of Lynn and the MBTA unveiled an early concept framework for repositioning the property. That vision called for retaining a portion of the existing structure to continue providing parking, while demolishing the balance of the garage to clear the way for new transit-oriented development directly integrated with the station area. The concept reflects an effort to better align the site with contemporary land use priorities and to leverage its proximity to public transit.

Local officials have articulated a set of priorities for how the site should evolve over time. These include creating a mix of residential, commercial, and transit-related uses that can activate the property throughout the day and week. The city also aims to encourage new businesses and amenities on the site that can serve residents, workers, and visitors, reinforcing downtown Lynn as both an employment center and a neighborhood hub.

The RFQ incorporates specific housing policy requirements intended to support affordability objectives as part of the anticipated redevelopment program. MBTA is calling for inclusionary zoning provisions that would require 10% of any new housing units developed on the property to be affordable to households earning 60% of the area median income. Any future project team responding to the subsequent request for proposals will need to account for these affordability targets in their planning and financial modeling.

As the RFQ process advances, interested development teams will be evaluated on their qualifications, experience with mixed-use and transit-oriented projects, and their ability to deliver a program that aligns with the city’s priorities and the MBTA’s operational needs. The outcome is expected to shape the long-term repositioning of the Lynn garage site from a largely single-use parking asset into a more diversified node of residential, commercial, and transit activity.
