Mack Real Estate Group and McCourt Partners have started construction on Halo Vista, a 2,300-acre master-planned development in North Phoenix located next to the Taiwan Semiconductor Manufacturing Company campus. The project is envisioned as a global hub for science, innovation, and community activity, aligning with the rapidly growing employment base around the semiconductor facility.
The overall development is valued at $7 billion and will be built out in multiple phases. The initial phase centers on horizontal infrastructure and site preparation, with Willmeng Construction leading this early work. Establishing roads, utilities, and other backbone systems is intended to support a large-scale mix of future commercial and residential uses across the campus.
The master plan for Halo Vista calls for nearly 30 million square feet of mixed-use capacity. Planned uses span industrial and manufacturing facilities, office space, retail, residential, and educational components, creating a diversified program that can respond to a range of demand drivers tied to the surrounding employment and population growth.
Retail and hospitality are key pieces of the first wave of vertical development. Initial tenants include a Costco store, which will be joined by a planned auto mall being developed by DeRito Partners and expected to feature approximately 11 dealers. These elements aim to deliver regional-serving retail and automotive offerings to support both nearby residents and employees.
Hospitality is also programmed into the early phases. Common Bond Development Group is delivering a five-story, dual-branded Marriott hotel at Halo Vista, combining Courtyard and Residence Inn flags in a single property. This hotel component is intended to serve business travelers, visitors to the semiconductor campus, and broader demand generated by the mixed-use environment.
The initial retail and hospitality cluster is planned along Interstate 17 and Dove Valley Road, positioning the first phase with direct regional access. As infrastructure work progresses and early tenants are delivered, the broader mixed-use capacity at Halo Vista is expected to roll out over time, building a large-scale commercial, residential, and educational district anchored by proximity to advanced manufacturing.
