JCPenney Headquarters Redevelopment Receives Green Light

The Plano City Council has approved the redevelopment of the former JCPenney headquarters, which was acquired by Capital Commercial Investments in 2021. The project, known as The Park at Legacy, will span 107 acres and feature a mix of residential and commercial space.

The existing office and garage buildings will be renovated as part of the project. Additionally, there will be up to 750 mid-rise residential units spread across two towers developed by StreetLights Residential. Four new office towers, four restaurants, one hotel,and one mixed-use building are also included in the plans.

A significant portion of the development -21 acres- will be dedicated to open space for public use. This includes amenities such as two dog parks and over three miles of trails for walking or biking.

According to Community Impact , construction on The Park at Legacy’s first phase is expected to begin soon with up to 365 residential units being built along with various outdoor spaces including a courtyard area. Phase two is set to include an additional 385 units along with more green space featuring a water feature.

Capital Commercial Investments has already invested $30 million into site improvements since acquiring the property earlier this year.
