A flagship relocation by a large professional services tenant into a repositioned Midtown tower, combined with a new rooftop amenity, reinforces that well-located, upgraded assets continue to capture demand even as broader office fundamentals remain challenged.

HDR has committed to a long-term lease for 74,500 square feet at 7 Penn Plaza in Midtown Manhattan, marking a significant office relocation for the architecture and engineering firm. Described as the largest employee-owned architecture and engineering firm based in the United States, HDR will move one of its flagship offices into the property.

The Omaha-based firm is set to occupy three full floors at 7 Penn Plaza, taking the 15th, 16th and 17th floors of the building. The lease consolidates a major office presence for HDR within the tower and underscores its continued investment in a large-format, multi-floor footprint in the Midtown Manhattan office market.

As part of the transaction, landlord The Feil Organization will deliver a new 14,000-square-foot, building-wide rooftop amenity at 7 Penn Plaza. The planned rooftop space is intended to enhance the overall tenant experience and will serve as a shared amenity for occupants of the property once completed.

Commenting on the lease, Brian Feil, principal at The Feil Organization, highlighted the firm’s approach to working with tenants to match space with operational and growth needs. He noted that HDR’s decision to relocate to 7 Penn Plaza aligns with Feil’s broader strategy of repositioning assets to elevate their competitive standing in the current office market.

The Feil Organization handled its side of the transaction in-house, with representation by Andrew Wiener and Kyle Young. JLL provided representation for HDR, acting on behalf of the tenant in negotiating the long-term lease for the three-floor block of space.

Located at 370 Seventh Ave., 7 Penn Plaza is an 18-story, 357,000-square-foot office tower positioned adjacent to Madison Square Garden and The Paramount Theatre. The building’s proximity to these major venues and the surrounding transit infrastructure places it within a heavily trafficked section of Midtown Manhattan. Following HDR’s commitment, 7 Penn Plaza is now reported to be 90% leased, reflecting a high level of occupancy at the property.
