The Plano City Council has approved a zoning change for the former JCPenney headquarters, paving the way for its redevelopment. Capital Commercial Investments, which acquired the property in 2021, plans to transform it into a 107-acre mixed-use project called The Park at Legacy.
The project will include renovations of existing office and garage buildings as well as new additions such as four office towers, four restaurants, one hotel and one mixed-use building. Additionally, there will be up to 750 mid-rise residential units and 21 acres of open space within the development.
Two high-end residential towers developed by StreetLights Residential will be part of The Park at Legacy. According to Community Impact reports , the residential portion of the project will be completed in two phases. Phase one includes up to 365 units with amenities like two dog parks and trails connecting them with a courtyard space. Phase two adds another phase with an additional water feature and more trails around it.
Since acquiring the property, Capital Commercial Investments has invested $30 million in site improvements.
