**DC Council Advances Eviction Reform Legislation**
The D.C. Council has approved the Emergency Rental Assistance Reform Amendment Act of 2025, a measure aimed at expediting the eviction process for tenants behind on rent while also ensuring that eligible residents can access emergency rental assistance to stay housed.
The Emergency Rental Assistance Program (ERAP) is designed to support low-income households—specifically those earning less than 40% of the area median income—by helping them cover housing costs during financial hardship.
Under the newly amended bill, landlords will have an easier path to initiate eviction proceedings against tenants with significant unpaid rent. The revised provisions limit the ability of tenants to automatically delay eviction simply by applying for emergency assistance. Despite these changes, the legislation maintains protections for tenants who meet the criteria for ERAP, allowing them to remain in their homes while receiving aid.
The amendment passed with a 9-3 vote by the council. It represents a shift in the balance between protecting tenant rights and addressing landlord concerns about prolonged nonpayment.
This move is part of a broader housing policy effort within the District to streamline assistance delivery while also addressing landlord frustrations related to delayed evictions.
