Costco has committed to a new location within Halo Vista, a large-scale mixed-use development planned near the Taiwan Semiconductor site in North Phoenix. The retail giant is the first major user to formally sign on to the project, which spans approximately 2,300 acres. The development is being led by Mack Real Estate Group and McCourt Partners, with groundbreaking for the broader project scheduled to begin in March.
Halo Vista is positioned off Interstate 17 and Dove Valley Road, placing Costco and other first-phase users along a key transportation corridor in North Phoenix. The developers expect to begin grading work next month on the initial 200 acres of the overall site. This early activity is intended to prepare land for Costco, two new Marriott hotels, and additional future users in subsequent phases.
The project is described as a $7 billion undertaking that will be built out over several decades. At full build-out, Halo Vista could deliver around 30 million square feet of mixed-use space to the surrounding area. Planned uses span retail, office, hospitality, research, industrial and health care, alongside a significant residential component. The developers estimate the community could ultimately include up to 9,000 residential units integrated into the broader mix of commercial and institutional space.
In addition to vertical development, Mack Real Estate Group and McCourt Partners are planning substantial investment in the project’s underlying infrastructure. The developers expect to allocate approximately $1 billion to infrastructure build-out for Halo Vista. This commitment is intended to support long-term phased development across the site’s full 2,300 acres, enabling future users beyond the initial commitments from Costco and Marriott.
Halo Vista’s multidecade timeline and broad mix of planned uses indicate a comprehensive development strategy tied to the growth of North Phoenix. With Costco and two Marriott hotels identified as the first users, the project is moving from planning toward early site work and vertical development that will begin to define the area’s emerging commercial and residential profile.
