National Real Estate Advisors Celebrates Grand Opening of Dupont Circle Housing Project
CRE Market Beat Take
Aviator House provides an early proof point for Washington, D.C.’s Housing in Downtown initiative, signaling policy-backed support for office-to-residential conversions in the urban core. For investors, it underscores how adaptive reuse of obsolete office space can align with public programs to create income-diverse multifamily product in established neighborhoods.

National Real Estate Advisors has marked the grand opening of Aviator House, a newly delivered residential community created through the conversion of a former office building in Washington, D.C.’s Dupont Circle neighborhood. The project delivers 157 apartments, including 15 designated as affordable, adding new housing options in a well-established mixed-use area of the District.

The building, located at 1625 Massachusetts Avenue NW, was previously the headquarters of the Air Line Pilots Association. Through the District’s Housing in Downtown (HID) initiative, the property has been transformed from an office facility into a residential asset offering both market-rate and affordable units. The ribbon-cutting ceremony formally introduced Aviator House as the first project to be advanced through and opened under the HID program.

National Real Estate Advisors framed the opening as an example of how adaptive reuse can reposition older office properties for new uses while aligning investor objectives with municipal housing goals. Kevin Verdi, Executive Vice President and Chief Investment Officer at National Real Estate Advisors, noted that Aviator House illustrates the role office-to-residential conversions can play in supporting value creation for investors and contributing to the long-term vitality of Washington, D.C.’s downtown environment.

Aviator House includes a mix of studio, one-bedroom and two-bedroom apartments, reflecting a range of unit types aimed at serving different renter profiles. The 15 affordable residences are integrated into the overall program, expanding income-diverse housing choices within the Dupont Circle submarket. Details on unit sizes, interior finishes and on-site amenities were not disclosed, but the project has been positioned as a residential offering within an established urban setting.

Bozzuto has been engaged as the community’s leasing and property management partner, giving the property an experienced multifamily operator at launch. The involvement of a dedicated management firm is expected to support lease-up, resident services and ongoing operations as the building transitions from construction completion to stabilized occupancy.

The property benefits from a location near public transit, employment centers, dining, shopping and other neighborhood amenities within and around Dupont Circle. By bringing new residents into a formerly single-use office address, Aviator House is part of a broader effort under the Housing in Downtown initiative to diversify uses in the core of Washington, D.C. and adapt existing building stock to contemporary residential demand.

With the opening of Aviator House, the District’s HID initiative now has an operating proof of concept for office-to-residential conversion in a central D.C. neighborhood. The project highlights how policy support, investor participation and professional property management can align to reposition legacy office assets as multifamily housing in supply-constrained urban areas.
