Atlanta Housing has commenced construction on Ariel Place at Bowen, marking the second phase of a multistage redevelopment effort along present-day Donald Lee Hollowell Parkway. The initiative is transforming a former run-down public housing site into a large-scale affordable housing community delivered over several phases.
The housing authority is collaborating with The Benoit Group and McCormack Baron Salazar on the redevelopment program. According to reporting cited from the Atlanta Business Chronicle, the broader transformation is supported by a $40 million grant from the U.S. Department of Housing and Urban Development, alongside more than $530 million in combined public and private capital committed to the overall plan.
The second phase at Ariel Place at Bowen represents a $50.2 million investment and is programmed to deliver 112 new residential units. This phase will add to 151 units underway in the project’s initial phase, a $63.6 million component of the redevelopment that began construction in March 2025.
The first phase of the redevelopment is scheduled to reach completion in December, establishing the initial residential footprint on the site. The newly launched second phase is expected to extend the construction timeline, with delivery targeted for January 2028, further building out the community’s affordable housing offering.
In total, the long-term redevelopment plan for the 74-acre property envisions approximately 2,000 residential units alongside future commercial space. The combination of phased multifamily development and planned nonresidential uses is intended to reposition the former public housing site as a larger mixed-use community supported by substantial public and private investment.
