Affordable Senior Housing Project in Houston Opened by Change Happens

Change Happens CDC and NHP Foundation have opened The Citadel at Elgin, a 74-unit affordable housing complex for seniors in Houston. Located at 3331 Elgin St., the $28 million project will provide households ages 55 and older with access to amenities such as a second-floor terrace, landscaping, fitness center, grilling facilities and club room with full kitchen.

Rates range from $846 to $1,179 per month depending on income level; 12 units are available for those making up to 80 percent of the region’s median income while 43 units are reserved for people making up to 60 percent of that figure. Additionally 8 units are allocated for those earning 50 percent or less than the median income while 11 more serve individuals earning 30% or less than that same amount.

Change Happens CDC is a non-profit 501(c)(3) organization funded largely by individual donors as well as corporations and government agency grants from local state and federal levels which allows them not only operate but also provide housing at more affordable rates without profiting from market rate charges.
