CRE Market Beat Take
The use of a large C-PACE facility for ground-up construction underscores how alternative assessment-based financing is filling gaps in the capital stack for mixed-use developments.

Nuveen Green Capital has closed on $68.6 million in C-PACE financing, administered through the Texas PACE Authority, to support the ground-up construction of The Meuse, a mixed-use development in Fredericksburg, Texas. The project is being developed by DC Partners in a Hill Country market located roughly 70 miles northwest of San Antonio.

The C-PACE financing is structured in two components aligned with the project’s uses. Approximately $53.2 million of the package is allocated to a new hotel, Kimpton Fredericksburg, while $15.4 million will fund The Meuse’s retail space. According to the project team, once completed The Meuse is expected to become Fredericksburg’s first destination to intentionally combine a hotel and a significant retail offering within a single development.

The Meuse is planned on a 22-acre site at the corner of U.S. Highway 290 and Main Street, a visible location within the city’s commercial corridor. The development will be anchored by the Kimpton Fredericksburg Hotel, which is slated to include approximately 13,000 square feet of meeting and event space. Plans also call for destination food-and-beverage concepts, resort-style amenities, and connectivity to the global IHG reservation platform, reflecting the hotel’s flag within the broader IHG system.

Complementing the hospitality component, The Meuse’s retail district is designed to encompass about 70,000 square feet. The program for this space includes shops, markets, tasting rooms, and dining offerings, with the goal of creating a cohesive environment that serves both hotel guests and visitors drawn to the area’s tourism and lifestyle appeal. Specific retail tenants have not yet been detailed in the public information released.

Project stakeholders indicate that The Meuse is on track to open in late 2027, positioning the property to enter the market as a new mixed-use destination that links hospitality and retail programming. With the C-PACE financing now in place through Nuveen Green Capital and the Texas PACE Authority, DC Partners has secured a key element of the project’s capital stack needed to advance construction on the Fredericksburg site.
