Phased redevelopment of a partially leased 1970s shopping center into a large mixed-use community highlights investor preference for densifying existing retail over greenfield development.

Henry S. Miller and Lincoln Property Co. have outlined a timeline and program for the redevelopment of Pepper Square, a long-standing shopping center positioned at the southeast corner of Preston Road and Belt Line Road. The partners plan to transform the 1970s-era property into a mixed-use destination that combines a substantial new multifamily component with refreshed retail and enhanced public spaces.

The overall redevelopment concept calls for at least 1,050 apartment homes and approximately 65,000 square feet of new retail space delivered in three phases. Current plans emphasize walkability and open space, with an upgraded pedestrian environment and a network of outdoor areas intended to better connect residents, shoppers, and visitors across the site.

Construction of the first phase is scheduled to begin in May 2027. Phase I will feature a 313-unit apartment component alongside more than 2 acres of public open space. This initial phase is designed to set the tone for the broader redevelopment by introducing residential density, activating outdoor areas, and creating a framework for future phases of retail and mixed-use development.

To execute the project, Henry S. Miller and Lincoln Property Co. have assembled a design and construction team with defined roles. WDG Architecture has been engaged as the project architect, responsible for guiding the overall design and integration of residential and retail uses. Kimley-Horn is serving as civil engineer, providing site planning and infrastructure support, while Rampart Construction will act as general contractor for the redevelopment.

Pepper Square itself dates back to the 1970s and currently spans around 270,000 square feet. As of 2025, the shopping center was reported to be 70% leased, indicating an existing base of retail tenants and operations that will be affected as the property transitions to a new mixed-use configuration over multiple phases.

The redevelopment plan positions Pepper Square for a significant repositioning from a primarily retail shopping center to a more diversified property with a large multifamily component and a refreshed retail offering. With a defined start date for phase I, a multi-phase roadmap, and key design and construction partners in place, Henry S. Miller and Lincoln Property Co. are moving the project from planning toward active execution over the next several years.
