Evergreen’s latest Eastmark project adds 261 units and new neighborhood retail, signaling continued pipeline-driven supply growth in Mesa’s mixed-use segment.

Evergreen Development has purchased an 11.7-acre parcel north of Signal Butte and Warner in Mesa’s Eastmark submarket with plans to deliver a new mixed-use community combining apartments and retail space. The land was acquired from Brookfield, positioning Evergreen to expand its pipeline of multifamily and neighborhood retail projects in the area.

The planned community will feature a multifamily component totaling 261 apartment units distributed across nine three-story residential buildings. Evergreen’s program calls for a mix of shared amenities, including an amenitized clubhouse, a swimming pool, and a fitness center designed to support resident lifestyle needs. Outdoor communal areas are expected to incorporate TVs, BBQ stations, fire pits, and a dog park to encourage social interaction and provide additional on-site conveniences.

On the commercial side, the project includes an approximately 8,500-square-foot multi-tenant retail building. The space is being planned to accommodate both restaurant and retail users, creating an on-site neighborhood retail hub intended to serve residents of the community and the surrounding Eastmark area. By combining housing and retail on a single site, Evergreen is pursuing a walkable mixed-use concept that brings daily services closer to residents.

Evergreen is targeting the first quarter of 2027 to begin vertical construction on the project. The company anticipates that lease-up for the multifamily portion will commence in the second quarter of 2028, indicating a multi-year development and stabilization timeline from land acquisition through initial occupancy. The schedule provides a clear roadmap for delivery of both the residential and retail components.

Over the past 12 months, Evergreen has already initiated construction on 482 apartment units across two separate developments, and the new Eastmark project will add to that existing pipeline. The additional 261 units underscore the firm’s continued focus on ground-up multifamily development integrated with supporting retail. While specific project costs and financing details were not disclosed, the combination of new residential density and a modest-scale retail center highlights ongoing investment activity in Mesa’s Eastmark submarket.
