City, county and state officials recently gathered to mark the topping off of QWest Towers, a $158 million workforce housing development nearing completion in Mount Vernon, NY. The project is located at 1 and 25 North MacQuesten Parkway and is being developed by QWest Towers LLC, a joint venture between Simone Development Companies and Stagg Group, working in collaboration with the Rev. Dr. L’Judie Matt-Simmons.
The development will deliver 228 apartments across two residential towers designed for workforce housing. The complex consists of a 15-story tower and a 12-story tower, creating a two-building community on the site. According to the development team, construction is progressing toward phased completion, with the first tower scheduled to finish later this year and the second tower expected to follow within a few months.
Public-sector support is a key component of the project’s capital stack. Construction financing includes assistance from New York State Housing and Community Renewal, which is backing the workforce housing initiative as part of its broader housing mission. Westchester County is also contributing through its New Homes Land Acquisition program and its Housing Flex Fund, adding multiple layers of local funding support to advance the development.
In addition to state and county programs, the QWest Towers project has secured financial incentives from the Mount Vernon Industrial Development Agency. These incentives are intended to help facilitate construction and improve the feasibility of delivering new workforce housing in the city. The combination of state housing resources, county-level programs and local IDA incentives underpins the financial structure of the development.
As construction moves toward completion, QWest Towers is positioned to expand the workforce housing inventory in Mount Vernon. The project’s joint-venture structure, together with its reliance on state and county housing programs and local economic development incentives, illustrates how multiple public and private stakeholders are being aligned to bring new multifamily supply to market.
