Inland National Development Company (INDC) is moving forward with plans to co-develop Citywalk Apartments, a new multifamily community in downtown Rochester, Minnesota. The project is designed as a 342-unit, market-rate property located directly across from Mayo Clinic’s downtown campus, placing future residents in one of the city’s most active employment and healthcare hubs.

INDC is partnering with Reuter Walton Development as co-developer on the scheme. Company leadership frames the venture as part of a broader focus on high-growth markets where demand is supported by strong economic and demographic drivers. In Rochester, that demand is closely linked to the ongoing expansion of Mayo Clinic and its influence on local job creation and population trends.

Citywalk Apartments will rise at 201 6th Ave SW, immediately adjacent to Mayo Clinic’s new $5 billion expansion project. The site positions the community within a tight radius of major medical facilities while also tapping into the city’s existing infrastructure and amenities in the downtown core. The project is described as market-rate housing, targeting residents drawn to proximity to both employment and services.

The planned unit mix includes studio, one-, two-, and three-bedroom apartments, offering a range of layouts that can serve a variety of household types and income levels within the market-rate band. In addition to the standard multifamily units, the development will incorporate 90 short-term, fully furnished rentals. These units are intended to accommodate residents with temporary or transitional housing needs, such as medical professionals, visiting staff, or others connected to the nearby healthcare complex.

The community’s downtown location also provides access to Rochester’s pedestrian-friendly subway and skyway system. Being within steps of this network is expected to improve connectivity for residents to both the Mayo Clinic campus and other parts of the central business district, reinforcing the project’s integration with the existing urban fabric.

According to the development timeline outlined by the co-developers, construction of Citywalk Apartments is scheduled to begin in 2026. Project completion is anticipated in 2028, positioning the delivery of new units to coincide with ongoing growth tied to Mayo Clinic’s expansion. As planned, the development will add a sizable block of new, market-rate multifamily inventory to downtown Rochester, with a notable component dedicated to fully furnished, short-term rentals alongside traditional apartment offerings.
