Milhaus has secured Low-Income Housing Tax Credit approval from the Missouri Housing Development Commission to move forward with the Linwood & Troost Apartments, an affordable multifamily project planned in Kansas City. The approval allows the firm to advance a fully income-restricted residential community at 3200 Troost Ave., where two vacant lots are slated for redevelopment.

The planned project will deliver two four-story apartment buildings totaling 194 units, all designated as affordable housing. The development will rise on the current vacant parcels along Troost Avenue, bringing new residential density to the corridor. The Linwood & Troost Apartments represent Milhaus’s first Low-Income Housing Tax Credit development in Kansas City, marking a notable step for the firm in the local affordable housing sector.

The capital stack for the project combines several public and incentive-based funding sources. It includes 4% federal Low-Income Housing Tax Credits, a tax abatement from Kansas City’s Planned Industrial Expansion Authority, and a $1,500,000 allocation from the Kansas City Housing Trust Fund. These tools are expected to support the delivery of the 100% affordable program and help bridge feasibility gaps that can challenge ground-up affordable development.

Milhaus plans to construct both four-story buildings at the same time rather than phasing delivery. According to the current schedule, construction is expected to begin by the end of 2026. Project completion is anticipated in approximately 2028, positioning the community to add new affordable supply to the market toward the latter part of the decade.

Located along the Troost MAX transit corridor, the Linwood & Troost Apartments are being planned with features intended to complement the area’s transit network. The design incorporates transit-supportive elements such as wide sidewalks and designated loading areas, which are aimed at improving pedestrian circulation and access to bus service on the corridor.

Milhaus is taking a vertically integrated role on the Linwood & Troost project, serving as both the developer and general contractor. By combining development and construction functions in-house, the firm will oversee the project from entitlement and planning through delivery. The initiative leverages public incentives and transit access to support a fully affordable multifamily community on an underutilized site in Kansas City.
