Portland State University, Colas Development Group to Build Hotel, Conference Center
CRE Market Beat Take
University-backed cultural and hotel investment adds an institutionally anchored demand driver to downtown Portland, supporting surrounding CRE fundamentals over time.

Portland State University is moving forward with plans to add a hospitality component to a major cultural development in downtown Portland, partnering with Colas Development Group on a new hotel and conference center.

The planned hotel will include 150 rooms and is designed to serve visitors tied to the city’s arts, education and conference activity. It will be integrated into a broader mixed-use initiative known as the Performing Arts + Culture Center, which is being advanced as a new cultural anchor for the downtown core.

Project costs for the overall initiative are described as exceeding $70 million. Within that investment, the hospitality component will sit alongside new arts and performance venues intended to draw both local residents and out-of-town visitors. The development is positioned to support a range of users, from visiting artists and performers to conference attendees and audiences coming downtown for events.

A key feature of the Performing Arts + Culture Center is a proposed 3,000-seat, Broadway-capable performance venue. According to the plan, this large theater would be owned by the city of Portland, reflecting a public role in the cultural infrastructure of the project. In addition, a series of smaller academic and community-focused theaters would be owned by Portland State University, reinforcing the institution’s presence in the district and providing space for university programming and community engagement.

The on-site hotel and conference center is expected to function as a support asset for these venues, offering lodging and meeting space in close proximity to performances and events. By co-locating hospitality with cultural and academic uses, the project aims to concentrate activity in downtown Portland and provide a more convenient experience for visitors who are participating in performances, conferences or educational programs.

Portland State University leadership has framed the selection of Colas Development Group for an exclusive negotiating agreement on the hotel and conference center as an important milestone for the project. The choice of a private development partner is being highlighted as evidence that the Performing Arts + Culture Center is attracting private-sector interest and may help reinforce long-term activity levels in the downtown area.

Details such as construction start, delivery timing and final design have not yet been disclosed, but the combined hotel, conference and performing arts program underscores a strategy of using university and civic investment in culture to draw sustained foot traffic to the city’s core.
