Sutter Health has released expanded plans for its Emeryville Medical Center, outlining a significantly larger hospital facility at the core of the healthcare campus. The Sacramento-based healthcare system is now proposing a 17-story hospital tower at Horton and 53rd streets, with the building programmed to encompass approximately 780,000 square feet. According to reporting by the San Francisco Business Times cited in the announcement, the proposed height would exceed that of the 318-foot Pacific Park Plaza, positioning the planned tower as the tallest structure in Emeryville if constructed as designed.

The latest concept reflects a substantial increase in clinical capacity. Sutter has raised the planned bed count for the hospital to 325, up from a previous target of 200. The additional beds would expand the facility’s ability to serve patients and support a broader range of inpatient services, subject to approvals and successful project execution. The bed expansion is framed as part of a larger campus vision that integrates acute care with outpatient and support functions.

Alongside the hospital tower, Sutter’s updated plans call for the renovation and reuse of existing buildings on the site to support medical and ambulatory services. The healthcare provider intends to upgrade the properties at 5555 Hollis St. and 5300 Chiron Way, with both buildings slated to house medical office and ambulatory care facilities. These improvements are designed to complement the hospital tower by concentrating clinical, diagnostic, and outpatient functions across the broader campus footprint.

The planning documents also describe a roughly 55,000-square-foot “future project” building within the campus. While specific uses for this additional structure have not been detailed, its inclusion underscores Sutter’s intent to reserve capacity for future expansion or specialized functions as needs evolve. Combined with the hospital tower and renovations to the existing buildings, the future project component suggests a long-term, multi-phase approach to the site’s buildout.

A Sutter Health spokesperson indicated that the organization has begun providing more detailed information about the estimated $1-billion project through community outreach. The health system has initiated a series of community meetings, including a session on May 18, intended to introduce the proposal and overarching vision for the campus while gathering feedback from local stakeholders. These engagements are positioned as part of the process of refining the plans and responding to community priorities as the medical center proposal advances.
