Penn Transformation Partners, a joint venture between Halmar and Skanska, has been selected by the U.S. Department of Transportation and Amtrak as the private master developer for the planned overhaul of New York Penn Station. U.S. Department of Transportation Secretary Sean P. Duffy announced the choice of the team, which will lead a multiyear transformation of what is described as America’s busiest transit hub. The current schedule calls for groundbreaking to occur before the end of 2027, marking a significant milestone in a project that federal transportation officials and Amtrak assumed direct control of last year.

Under the proposal submitted by Halmar and Skanska, the redevelopment will retain Madison Square Garden in its current location above the station. Instead of relocating the arena, the plan focuses on reconfiguring and upgrading the existing station footprint to improve circulation, capacity, and the overall passenger experience. A key element of the concept is a new grand entrance on Eighth Avenue, intended to create a more visible and welcoming front door to the complex while enhancing access to the rail network below.

The design envisions replacing the station’s current cramped walkways with larger, more open concourses intended to alleviate crowding and improve wayfinding for both commuters and intercity travelers. Additional track capacity is also part of the scope, aimed at handling higher passenger volumes and supporting future service growth. Improvements to the subterranean structure of the station are planned to enhance safety, functionality, and resilience of the below-grade facilities that support rail operations.

Deputy U.S. Transportation Secretary Steve Bradbury characterized the winning redesign as both aesthetically appealing and functionally important, emphasizing that the changes are expected to increase the station’s capacity and improve travel for commuters and visitors. The selection of Penn Transformation Partners as master developer establishes a single private-sector team to coordinate with federal transportation leaders and Amtrak on the program of work, including detailed design, phasing, and construction planning ahead of the targeted 2027 groundbreaking.

The decision to move forward with a master developer arrangement underscores the role of public-private collaboration in advancing large-scale transportation infrastructure upgrades. With federal leadership now firmly in place and a private development team identified, New York Penn Station’s long-discussed redevelopment has entered a more defined implementation phase, centered on expanding capacity and modernizing the existing station environment while keeping one of the nation’s highest-profile arenas in place above the rail hub.
