H-E-B has received approvals to move forward with a significantly expanded grocery store in Buda after completing substantial remediation work on a former landfill site. The grocer removed nearly 20 feet of dirt as part of the cleanup effort, paving the way for new construction of a 135,000 square foot store. Recent environmental testing reported no contamination sources, clearing a key hurdle for redevelopment of the property.
To support the remediation and redevelopment, the town approved a $20 million incentive package for H-E-B. The incentive agreement is tied to specific performance requirements that the grocer must meet in order to receive the benefits. Those requirements focus on minimum capital investment, job creation and local sourcing for construction.
Under the incentive terms, H-E-B is required to invest at least $70 million into the project. The agreement also calls for the creation of 50 full-time equivalent jobs within one year of the store’s opening. In addition, the grocer must source construction materials locally, aligning the project with regional economic development goals.
Plans for the new store go beyond traditional grocery offerings. H-E-B is integrating a drive-thru True Texas BBQ restaurant into the property, along with a pharmacy and a garden center. These components are designed to broaden the on-site services for customers and to increase the destination appeal of the location.
Construction activity on the site is expected to accelerate this year. The company has reportedly begun demolishing existing buildings on the property, signaling the transition from remediation and preparation into active vertical development. The combination of site cleanup, public incentives and expanded store programming positions the project as a notable retail expansion for the Buda area.
The Buda store initiative illustrates how environmental remediation, municipal incentive structures and large-format retail expansion can intersect in a single development. With major capital investment requirements, defined job-creation targets and local procurement commitments, the project embeds economic and community benchmarks directly into its development framework.
