Lincoln Equities Group and JM Zell Partners have submitted a redevelopment proposal to transform two office buildings in Arlington, Virginia, into a large-scale mixed-use project combining residential and retail space. The plan calls for converting obsolete office space at the former Transportation Security Administration headquarters in Pentagon City into approximately 637 residential apartments and about 31,000 square feet of retail space.
The project is planned on a 4.88-acre site described as being in the heart of Arlington. The existing buildings include 571,564 square feet of office space slated for conversion, alongside 116,244 square feet of new residential floor area to be constructed as part of the redevelopment. The offices have reportedly been vacant since TSA relocated its headquarters in 2020, leaving a sizable block of space unused until this proposal.
Under the submitted plans, the former TSA campus would be repositioned as a mixed-use destination with housing and street-level retail replacing single-tenant office use. The development program includes two designated retail areas totaling roughly 31,000 square feet, intended to activate the site and complement the planned residential component. The project description emphasizes a shift from a single-purpose federal office facility to a more integrated neighborhood setting.
The redevelopment application was filed with Arlington County this month and is now under review by county officials. As proposed, the site plan features a half-acre public plaza designed to connect directly to the Metro, creating a new public space and enhancing access between the project and the surrounding transit network. This plaza element is positioned as a key linkage between the property and the broader Pentagon City area.
Design responsibilities for the project are assigned to Miami-based Arquitectonica, which is serving as the project architect. Oculus has been named as the landscape architect, focusing on open space and public realm components, including the proposed plaza. Wire Gill LLP is identified as the land use attorney guiding the entitlement and review process with Arlington County.
If approved, the conversion would bring hundreds of new apartments and new retail offerings to a site currently occupied by vacant office buildings, marking a significant reuse of former federal office space in Pentagon City. The proposal reflects an effort to reposition underutilized office inventory in a well-located, transit-served area into residential and retail uses more closely aligned with current demand.
